Key Objectives of National Green Hydrogen Mission
The overarching goal of the mission is to make India a hub for green hydrogen and its derivatives, such as green ammonia and green methanol. This initiative will support India’s goal of becoming self-reliant (Aatmanirbhar) in energy production while inspiring global efforts towards a clean energy transition.
1. Demand Creation
The mission will focus on creating demand for green hydrogen both domestically and internationally:

Competitive Bidding:

2. Strategic Interventions for Transition
The mission includes financial incentives amounting to ₹17,490 crore up to the year 2029-30 to boost the manufacturing and production of green hydrogen and electrolysers, with evolving schemes as the mission progresses.
3. Pilot Projects
The mission will implement pilot projects in targeted sectors, with planned investments including:
- Low Carbon Steel: ₹455 crore until 2029-30.
- Mobility: ₹496 crore until 2025-26.
- Shipping: ₹115 crore until 2025-26.
Other focus areas include hydrogen production from biomass and decentralized energy applications.
4. Green Hydrogen Hubs
To support large-scale production, the mission will identify and develop Green Hydrogen Hubs, with an investment of ₹400 crore planned for this purpose by 2025-26.
5. Policy Framework and Infrastructure Development
To enhance green hydrogen production, the mission will introduce policies such as waiving interstate transmission charges for renewable energy used in hydrogen production and facilitating quick access to renewable energy sources. Infrastructure will also be developed to transport and distribute hydrogen efficiently.
6. Regulations and Standards
The mission will work on creating regulations and standards that align with industry needs and international norms to support the sector's growth.
7. Research and Development
A Strategic Hydrogen Innovation Partnership (SHIP) will be created to foster public-private collaboration in R&D, featuring a dedicated fund for innovation.
8. Skill Development
The mission will include programs to develop skills required in various segments of the green hydrogen sector, coordinated with the Ministry of Skill Development & Entrepreneurship.
Mission Governance
An Empowered Group (EG) led by the Cabinet Secretary will oversee the mission, supported by an advisory group of experts, ensuring effective implementation and scientific guidance.
Financial Commitment
The initial outlay for the National Green Hydrogen Mission is ₹19,744 crore, which includes funding for strategic incentives, pilot projects, research, and other mission components.
